Somethings never change --- 30 years ago when I was still career military -- at the end of each fiscal year -- we would be called in and told 'Spend it or lose it!"... so we created TDY's, office supply runs, furniture replacements....

... and now here we are, in 2013, approaching the end of another federal fiscal year.  And how is money being spent - month by month -- thirty years later?  Here is a graph that clearly depicts.... same old, same old....

How about that spike in spending in week #52?  Surprised?
