Riddle: When is a cell phone like a canary in a coal mine?

The answer is coming from Rep Tim Griffin (R) Arkansas. He is shouting long and loud about the abuse of that hidden little telephone 'tax' (fee?) on your monthly phone bills.

Apparently several years ago when the program started, a few million $$$ of these hidden charges were used to provide a local service; hard line telephone to folks who couldn't afford them. This program assured that they would be able to call police or the fire department or even a neighbor in case of emergency. I reckon in it's own way - it made since.... but...

Apparently the program has blossomed and the freebie hustlers, welfare hustlers and other scammers now have the US Gob'mint providing them with a half dozen or more cell phones, Ipods, Blackberrys, and other instruments ...... all at NO COST to them.. You and I are paying for them. To the tune of $1,800,000,000 ($1.8 BILLION) dollars per year of our money.

Back to the riddle that opened this post -- Representative Griffin has introduced a bill in the US House to stop this spending. Not to eliminate the service for folks that actually need it, but to return it to an emergency local phone service hard wired into a home or domicile.

His point is -- if the US Congress and President can't/won't/don't (pick one) even cut back on this one glaring example of excess spending when we are borrowing a trillion dollars a year just to pay the gob'mint's bills...... how in the world can we expect them to do some serious budget adjustments and end our spiraling national debt?

I think it's a hell of a good question -- I'll ask my congressional representatives about it - will you?
